Employees Present:
Greg Richins, and Ashlee Langley. Michael Tribe joined the meeting at 6:30 pm.
Visitors Present:

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.
Discuss Rate Increases
Those present discussed various budget related topics including an increase in electrical rates.
The meeting ended at 6:55 PM.

Discuss/Approve Amending Surplus List
City Superintendent Greg Richins presented details relating to the condition of the 1989 Ford F150 Pickup that Facilities & Fleet Manager Ernest Juarez compiled.
Motion by Joanne Justesen to amend the existing surplus list to remove the 1989 Ford F150 Pickup with Shell with the intentions of using this unit for summer help with the understanding that no more money will be put into this unit to keep it running. Second by Dusty Galliher. Roll-Call Vote: Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

Mayor Gallegos announced that Heyburn 1st Ward Scout Troop #37 is also in attendance tonight.

Executive Session
Pursuant to Idaho Code 74-206(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student; (c) To acquire an interest in real property which is not owned by a public agency.(f) To communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. The mere presence of legal counsel at an executive session does not satisfy this requirement.

Executive Session Minutes
The Executive Session was conducted by Mayor Cleo Gallegos. The topics were a matter ofpersonnel, interest in real property, and litigation. No decisions were made. The Executive Session began at 7:12 pm and concluded at 7:51 pm.
The City Council meeting returned to open session at 7:51 pm.
Discuss/Approve/Renew Planning & Zoning Contract with Minidoka County
Motion by Joanne Justesen to approve the Planning & Zoning Contract with Minidoka County as presented confirming the monthly amount of $920.00 to be paid to the Minidoka County for Tony Morley’s Planning & Zoning service. Second by Chad Anderson. Roll-Call Vote: Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.
