Mayor: Mayor Cleo Gallegos.

 

Council Present: Joanne Justesen, Chad Anderson, and Dick Galbraith. Dusty Galliher – excused.

 

Employees Present:

Tony Morley, Paul Ross, Ralph Martini, Eric Christensen, Dan Bristol, and Ashlee Langley.

           

Visitors Present:

Ivan McCracken, David Waldron, Heather Petersen, and Rose Schmitt.

 

Welcome & Pledge

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

 

Mayor Gallegos asked City Resident Heather Petersen to lead those present in the Pledge of Allegiance.

 

Mayor Gallegos asked for a motion to amend the agenda to include Discuss/Approve Right – Of Way Certificate for the Safe Route to Schools Grant as item 6b. The reason for the amendment is that Mr. McCracken appeared to present and due to the time sensitive nature of the grant deadlines approval was needed in order to start work quickly.

 

Motion by Joanne Justesen to amend the agenda to include Discuss/Approve Right – of – Way Certificate for the Safe Route to Schools Grant as item 6b.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Minutes of the July 26, 2017 Council Meeting

Motion by Dick Galbraith to approve the minutes of the July 26, 2017 Council Meeting as presented.  Second by Chad Anderson. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Paying the Bills

Motion by Dick Galbraith to approve the bills as presented.  Second by Chad Anderson. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Nay.

 

Discuss/Approve Bid for Sidewalk Replacement 19th to Connection on J Street

Those present reviewed a bid to continue the sidewalk replacement down 19th connecting on J Street.

 

After a brief discussion, this item died due to the lack of a motion.

 

 

Discuss City Administrator Job Description

Those present reviewed the City Administrator Job Description and decided to give City Administrator Tony Morley and City Attorney Paul Ross more time to review and provide comment.

 

Heyburn School Safe Route to Schools Grant Update

Ivan McCracken, Project Manager for J-U-B Engineers provided those present a brief update on the Heyburn Schools Walking Path Grant.

 

Those present thanked Mr. McCracken for the update.

 

Discuss/Approve Right – of – Way Certificate for the Safe Route to Schools Grant

Those present reviewed the Right – of – Way Certificate for the Safe Route to Schools Grant.

 

Motion by Dick Galbraith to approve the Right – of – Way Certificate for the SR2S Grant as presented. Second by Joanne Justesen. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Submittal of the 2018 ITD Grant – Dan Bristol

Police Chief Dan Bristol asked city council for permission to submit for the 2018 ITD Traffic Enforcement Mobilization Grant as soon as it becomes available.

 

Motion by Joanne Justesen to approve the submittal of the 2018 ITD Traffic Enforcement Mobilization Grant. Second by Chad Anderson. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.

 

Mayors Time & Committee Reports

Councilman Chad Anderson stated that Operation Facelift 2017 is officially over. Mayor Cleo Gallegos congratulated Councilman Chad Anderson on his success with Operation Facelift stating that the City took second place. Mayor Gallegos stated that Tim Cole said something that fit Chad Anderson perfectly. Mr. Cole said that the City of Heyburn was applauded for the uniqueness of their crosswalk project as well as the passion the community members had. Councilman Anderson was the spark plug that made this happen and he should get special recognition for his efforts read Mayor Gallegos.

 

Mayor Gallegos also mentioned that a couple Department Heads suggested bringing back the Heyburn Hoedown. Mayor Gallegos stated for those who are not familiar with this event, it was an event put on by the City Council to give back to the community. Mayor Gallegos asked the City Council to be thinking about whether or not this is something they are interested in pursuing.
