March 22, 2017

Mayor: Mayor Cleo Gallegos.

 

Council Present: Chad Anderson, Dick Galbraith, Dusty Galliher, and Joanne Justesen.

 

Employees Present:

Dan Bristol, Eric Christensen, Greg Richins, and Ashlee Langley. Attorney Reed Cotten – Representing Robinson & Tribe as legal counsel. City Attorney Michael Tribe – excused.

           

Visitors Present:

 Larraine Kluzik, Ronald Kluzik, Edward Gemar, Russel Carsner, Heather Petersen, and Rose Schmitt.

 

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

 

Welcome & Pledge

Mayor Gallegos welcomed those present to the meeting.

 

Mayor Gallegos asked Heyburn Police Chief Dan Bristol to lead those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the March 08, 2017 Council Meeting

Motion by Dusty Galliher to approve the minutes of the March 08, 2017 Council Meeting as presented.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Paying the Bills

Motion by Joanne Justesen to approve the bills as presented.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Public Hearing Regarding Proposed Electric Rate Increase

City Superintendent Greg Richins presented the Proposed Electric Rate Increases to those present.

 

Mayor Gallegos opened the public hearing.

 

Those speaking in favor of the Proposed Increase in the City’s Electric Rates were: None.

 

Those speaking against the Proposed Increase in the City’s Electric Rates were: Edward Gemar

 

Those speaking neither against nor in favor of the Proposed Increase in the City’s Electric Rates were: Larraine Kluzik

 

Hearing no public comments, Mayor Gallegos closed the public hearing.  

 

Discuss/Approve/Adopt Resolution No. 17-2 Electric Rate Increase

RESOLUTION NO. 2017-2

 RESOLUTION OF THE CITY OF HEYBURN AMENDING THE EXISTING RATES TO BE CHARGED FOR THE DISTRIBUTION AND SALE OF ELECTRICAL ENERGY TO RESIDENTIAL, COMMERCIAL, IRRIGATION AND INDUSTRIAL CUSTOMERS; AND, PROVIDING FOR EFFECTIVE DATE.

 

Motion by Dick Galbraith to have Attorney Reed Cotten read Resolution No. 17-2 Electric Rate Increase by title only.  Second by Dusty Galliher. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

Motion by Dick Galbraith to adopt Resolution No. 17-2 Electric Rate Increase as presented.  Second by Dusty Galliher. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss Revisions to Section 2.0 Employment Schedule – First Reading

Those present read through the suggested changes to Section 2.0 of the City’s Employee Handbook.

 

Discuss/Approve Heyburn Post Office Agreement for Lawn Care Services

Before discussion on this item, Councilman Chad Anderson stated that he would like to abstain from the Heyburn Post Office Lawn Care Service Agreement because he works for the Heyburn Post Office and would create a conflict of interest.

 

City Clerk Ashlee Langley stated that the Heyburn Post Office approached the City again this year asking for help with lawn maintenance. Mrs. Langley informed the City Council that the Post Office has agreed to pay the City $2,500 for this year’s maintenance.

 

Motion by Joanne Justesen to approve the Heyburn Post Office Agreement for Lawn Care Services as presented.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Abstain; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Appointing Replacement Members for the Urban Renewal Board

Mayor Cleo Gallegos stated the Urban Renewal Members plan to attend the next council meeting to discuss possible new members to the board. Mayor Gallegos felt like the council should hold off on replacement members until the current members get a chance to speak with them.

Discuss/Approve Participation in Operation Facelift 2017

Those present discussed participating in Operation Facelift 2016. The dates for this year’s event will be June 5th thru June 16th.

Discuss/Approve Drinking Water Grant Deadline Extension

Water Department Manager Eric Christensen explained that the original grant deadline was June 30, 2016 this deadline was missed due to unforeseen circumstances and additional requests made by the City. Mr. Christensen asked the council to consider approving the Grant Deadline Extension in order to keep things moving forward.

 

Motion by Joanne Justesen to approve the Drinking Water Grant Deadline Extension as presented and authorize the Mayor’s signature.  Second by Chad Anderson. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Review of Monthly Department Head Reports

The March 2017 Monthly Department Head Reports were reviewed by those present.

 

Mayors Time & Committee Reports

Mayor Gallegos turned the time over to Dan Bristol to introduce Reserve Officer Russel Carsner. Those present thanked Mr. Carsner for his service to the community.

 

Mayor Gallegos announced that the old Animal Control truck was up and running for summer help use.
