Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.  

 

Budget Work Session for the FY 2017-18 Budget

Those present worked on the FY 2017-18 Budget.

 

Executive Session

Pursuant to Idaho Code 74-206(1)(a) To consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective office or deliberations about staffing needs in general and (f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. The mere presence of legal counsel at an executive session does not satisfy this requirement.

Executive Session Minutes

The Executive Session was conducted by Mayor Cleo Gallegos. The topics were a matter ofpersonnel and litigation. No decisions were made. 

 

The Executive Session began at 6:05 pm and concluded at 6:54 pm.

Discuss/Approve Minutes of the May 10, 2017 Special & Regular Council Meeting and the May 31, 2017 Special Council Meeting

Discuss/Approve Waiver of Fees for Use of the Amphitheater at Riverside Park – Hannah Ryals

Hannah Ryals asked the City Council to consider waiving fees for the use of the Amphitheater at Riverside Park on September 9, 2017 for a Fun Run/Walk Fundraiser to raise monetary donations and items to benefit the Mini-Cassia Women’s Shelter.

 

Motion by Joanne Justesen to approve waiving the fees for the use of the Amphitheater at Riverside Park on September 9, 2017 but to require liability insurance. Second by ­­­­­­­­­­­­­­­­Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

  

Discuss/Approve/Possibly Appoint City Administrator

Mayor Gallegos stated she has appointed Tony Morley as City Administrator for the City of Heyburn with a start date on or around the 1st of August, 2017. Mayor Gallegos asked for the council to affirm her decision.

Discuss/Approve Resolution No. 17-4 Changing Superintendent to City Administrator

RESOLUTION NO. 17-4
A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF HEYBURN, IDAHO, DECLARING THE MODIFICATION OF THE title of city superintendent to city administrator, and providing that the modification supersedes all references to city superintendent in city code, city personnel manual and all other city publications or writings, AND PROVIDING AN EFFECTIVE DATE.

 

City Attorney Michael Tribe explained that the reason for Resolution No. 17-4 was due to the recent changes in leadership and staff as well as the needs of the City have changed with the decreased development and technology opportunities. Mr. Tribe stated the Mayor recommended this change to provide a fresh start in the Cities relationships with citizens, developers, and local communities.

 

Motion by Dusty Galliher to have City Attorney Michael Tribe read Resolution No. 17-4 by title only. Second by Joanne Justesen. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

Discuss/Approve Drinking Water Grant Amendment for Additional Funding

Alan Giesbrecht, Project Engineers for J-U-B Engineers Inc. presented the Drinking Water Grant Amendment to those present. Mr. Giesbrecht explained that the additional funding being requested is for 50% of the cost to do the Water Rate Study.

 

Motion by Joanne Justesen to approve the Drinking Water Grant Amendment for additional funding. Second by ­­­­­­­­­­­­­­­­Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Presentation on Department of Environmental Quality Loan Offering – J-U-B Engineers Inc.

Gary Haderlie, Project Engineers for J-U-B Engineers Inc. gave a presentation on the Department of Environmental Quality Loan Offering to those present.

 

Update on Collection System – J-U-B Engineers Inc.

Gary Haderlie, Project Engineers for J-U-B Engineers Inc. provided those present with an update on the progress that has been made on the Collection System Study.

 

Discuss/Approve Voting Delegate for the 2017 Association of Idaho Cities Annual Business Meeting

Mayor Cleo Gallegos suggested Councilwoman Joanne Justesen as the designated elected official to cast a vote at the Association of Idaho Cities Annual Business Meeting and Councilman Chad Anderson as an alternate.

 

Motion by Dusty Galliher to designate Councilwoman Joanne Justesen as a voting delegate for the 2017 Association of Idaho Cities Annual Business Meeting and Councilman Chad Anderson as an alternate. Second by ­­­­­­­­­­­­­­­­Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Project Mutual Telephone Contract for RV Park Internet

Parks Department Employee Jose Paz presented the Project Mutual Telephone Contract for RV Park Internet to those present. Mr. Paz explained the current internet connection is not strong enough to serve the entire RV Park and that the contract being presented is at no additional cost to the City. This new contract will simply move the City from a residential contract to a commercial contract, adding a stronger Wi-Fi connection.

Discuss/Approve Magic Valley Folk Festival Donation

Motion by Dusty Galliher to approve the Magic Valley Folk Festival donation in the amount of $250.00. Second by ­­­­­­­­­­­­­­­­Joanne Justesen. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve Elected Officials Salaries

Motion by Dusty Galliher to approve a 30% increase in wages across all elected officials. Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Nay.

 

Review of Monthly Department Head Reports

The May 2017 Monthly Department Head Reports were reviewed by those present.

  

Mayors Time & Committee Reports

Mayor Cleo Gallegos asked Parks Department Employee Jose Paz to present the plaque the City received for their 20 years of participation in the Tree City USA Arbor Day Foundation.

 

Mayor Gallegos announced that City Attorney Michael Tribe has been appointed by Gov. C.L. “Butch” Otter to be the new Fifth District Judge. Mayor Gallegos stated she felt honored to have had the opportunity to work so closely with Mr. Tribe and over the last couple of years has gained a great working relationship with him.

 

Those present congratulated Mr. Tribe on his new appointment.
